Futsal Rules & Regulations

Generally, we use the rules of US Youth Futsal as a primary referrence.

The focus of our league is to be developmental, so we have some additional Utah Futsal House rules and some modifications. Because the primary purpose of the League is to develop the skills of young players in a safe and organized environment, we seek to create a more equal playing field and to cultivate a more consistently competitive atmosphere. This may mean teams playing outside of their typical age brackets. 

1. Tackling: No sliding tackling. Keepers can slide hands first.

2. Substitutions: Substitutes may enter when the other player is within arm’s lengths of the substitution area.

3. Equipment required: shinguards, socks, futsal shoes (or flat-soled, non-marking tennis shoes).

4. Facility Rules: No food allowed on the field of any kind. Only sealable drinks are allowed on the sidelines. This includes any type of drink that if knocked over will spill easily (ex: soda cans, drinks from fast-food restaurants with plastic straws, open cups). NO PETS ALLOWED IN THE ARENA.

5. Team uniforms: If both teams are the same color jersey, the away team will change. The league no longer provides pinnies.

6. Clock: The game clock does not stop, unless and only at the discretion of the game official.

7. Kickoff: The ball may move forward or backwards on the kick-off. Opposing teams needs to be 5 feet away on kickoff.

8. Quickplay Rule: A player has 4 seconds to play the ball on any dead ball. This includes out of bounds, keeper throws, penalty kicks and corner kicks.

9. Ceilings: If the ball hits the ceiling it is a free kick on the spot by the center arc coordinating with the half that the ball hit the ceiling.

10. Development: If a team is winning by 10 goals or more at half time both coaches can decide if they would like to use the remaining 20 minutes as practice time for their teams.

11. Keeper Throws: Teams U12 and below must bounce the ball before half line on a keeper throw. Teams U13 and above can throw the full length of the court.

12. Time Outs: Time outs should be rarely used. If necessary, a coach may ask for a one-minute time out per game. Typically these are so that a team that is dominating can adjust strategy to focus on development and hopefully equalize the competition. 

13. Discipline: A red card for violent conduct or anything in the nature for a player or coach will result in removal from the league and asked not to return.

14. Referees: Refs decisions are final.

15. General: Respect the league, the facility, and each other. This league is about off-season development.

16. ROSTER RULES: Rosters will be available at each game. Max 14 players on the bench at a time. Rosters can have up to 22 players. Please cross out the ones that will not play to get down to 14 players. Coaches do not need a license and do not have to be on the roster. Any adult can coach. Must have a person acting as a coach or team manager during the game. No more than 5 double rostered players per week.
